40 years ago, Japan used to rush toward economic prosperity with mass production and consumption. During a period of high growth, it was common to produce hard and well baked cookies made of margarine that was cheap and could keep long life of cookies.
On the other hand, biscuits with rich flavor and plenty of butter were expensive and fragile and did not have long shelf life. So there was less opportunity that people could taste those rich cookies at home.
